You have to assemble the legs (31) to each other first, then attach part 37 to the end of each leg, making sure to stick the ends of the 3 diagonal braces into the pockets provided (that's the detail in the circle). Then attach the ring (36) to the bottom of the leg assembly.

I've never heard of a problem with this part of the assembly before, so beyond what I've suggested as the proper assembly sequence, which is also the way its shown in Step 2 of the instructions, I don't know what else to tell you. There's nothing tricky here, it should go together easily. If you still have a problem, email me directly and try to be more detailed, with some photos if possible, and I'll see what I can do.
